		<description>VIAF deals with individuals, not concepts or classes; the problems of managing the two types of authorities are quite different.  

 It takes orders of magnitudes more time and money to establish a concept as it does to create a name.

You'll be glad to know that the LCSH only screws this up half the time.</description>
